Biography:
Sean provides strategic, legal and policy advice on communications matters related to wireless, satellite, telecommunications and advanced technology companies, including issues related to transactions, licensing and regulatory compliance. In this capacity, he advises a diverse range of TMT companies and trade associations, as well as private equity, debt and hedge funds, investment banks, financial institutions and other creditors. Sean has deep experience in federal broadband funding opportunities and emerging wireless technologies.
Prior to rejoining Akin, Sean served as deputy chief counsel at the Department of Commerce’s National Telecommunications and Information Administration (NTIA), where he helped lead the legal teams responsible for advancing spectrum policy initiatives and implementing landmark federal grant programs supporting broadband infrastructure deployment. He also advised agency and Department of Commerce leadership on a range of technology and internet policy priorities, including artificial intelligence accountability, internet governance, online platform competition and innovation in the wireless ecosystem. At the Federal Communications Commission (FCC), Sean worked on broadband funding issues and spectrum policy as an attorney in both the Wireline and Wireless bureaus, and helped lead the agency’s Office of Legislative Affairs.
In addition to his government service, Sean has over a decade of experience in private practice. He is a recognized leader in intelligent transportation issues, including connected and automated vehicles. On behalf of a global cross-industry trade association, he successfully petitioned the FCC for a landmark ruling to update the wireless technology standard used in the 5.9 GHz band for vehicle-to-vehicle, vehicle-to-infrastructure, and vehicle-to-pedestrian communications. Sean has represented clients involved in the development of other emerging wireless technologies, helping automakers, aviation interests, chipmakers, system integrators and infrastructure device manufacturers bring new devices and services to market while complying with the FCC’s equipment certification procedures and wireless service rules.
Sean began his legal career as an associate in Akin’s regulatory and policy section.
